Food Services Director
District: Williamsfield CUSD #210
Location: Billtown Cafe
Reports To: Superintendent
Status: Full-Time, Exempt
Strategic Goal: To execute the “Billtown Cafe” blueprint of local, scratch-cooked, and data-driven school nutrition.
I. THE MISSION: WE ARE WILLIAMSFIELD!
The Food Services Director (FSD) is the architect of the Billtown Cafe experience. You are not just managing a cafeteria; you are leading a community-centered culinary program focused on improving quality, while leveraging modern data and local farm partnerships to fuel the next generation of Bombers.
II. COMPENSATION & RETENTION INCENTIVES
Salary: Regionally Competitive
$5,000 Signing & Longevity Bonus: Paid out over three years to ensure program stability and leadership continuity.
Budget Authority: Oversight of a $25,000 operational enhancement specifically for "Monthly Blowouts" and the "After-School Refuel" initiatives.
III. KEY RESPONSIBILITIES & CHRONOLOGICAL DUTIES
The FSD must manage a complex cycle of culinary innovation and federal compliance.
1. Culinary Leadership & Local Procurement
Local Sourcing: Direct procurement of "Single-Ingredient" products from Knox and Peoria County farmers (e.g., 100% ground beef, fresh produce) to bypass national supply chain failures, and ensuring Buy American requirements are met.
Scratch Cooking: Transition the program to excellence using standardized recipes and interactive "Feature Bars" (Potato, Nacho, Salad, Panini Press, etc.).
Menu Planning: Design student-centered menus that meet strict calorie and nutritional standards, along with other meal pattern requirements of the National School Lunch and Breakfast Programs.
2. Financial & Data Strategy
"Data Strategist" Collaboration: Work with the Office Staff to maximize federal reimbursements, targeting the $4.43 lunch and $1.26 snack rates.
Federal Reporting: Lead the district’s participation in the USDA SFA Survey IV (Feb 2025) and utilize the Ag Data Commons to win future competitive grants.
3. Compliance & Annual Cycle (The FSD Checklist)
It is difficult to capture all the Food Service Director's activities. These are part of the core compliance responsibilities.
July: Complete required annual SNP training & submit the SNP Annual Application.
August/September:
Student Eligibility Determination
Daily Tasks
Ensure Point of Service (POS) accuracy—Tray includes 1/2 cup of Fruit or Vegetable.
Recordkeeping
Production Records
Ordering/Procuring Food
Meeting Daily Meal Pattern Requirements
Meeting Weekly Meal Pattern Requirements
Managing/Training Kitchen Staff
Monthly: Submit claims in the WINS system by the 10th of every month.
Biannually: Coordinate on-site monitoring of the After-School Refuel snack program.
June 30: Finalize 12 hours of annual professional standards training.
IV. REQUIRED QUALIFICATIONS
Candidates must meet USDA Professional Standards for SFAs with <2,500 students.
Education (One of the following preferred):
Bachelor’s degree in nutrition, food service management, or related field.
Associate’s degree in a specific field plus 1 year of relevant food service experience.
High School Diploma/GED plus 3 years of relevant food service experience.
Food Safety: Must have or obtain within 30 days an 8-hour food safety certification.
Expertise: Deep understanding of the National School Lunch, School Breakfast, and Afterschool Snack programs, ISBE WINS, Smart Snack compliance, and Offer vs. Serve requirements.
Training: Attend ISBE School Nutrition Training as a paid employee. Training cost covered by WCUSD #210 (June 24 - 25). The following topics are pertinent:
